Slobodan Milošević (1941–2006), nicknamed "The Butcher of the Balkans", was the authoritariannationalist President of Serbia from 1989 to 1997 (one of several republics of Socialist Federal Republic of Yugoslavia, and he then led the rump state of Federal Republic of Yugoslavia (consisting of Serbia and Montenegro) from 1997 until his overthrow in 2000. During his time in power Milošević was involved in a litany of crimes against humanity during the Yugoslav Wars including acts of genocide against Bosniaks committed by the Republika Srpska and ethnic cleansing against Albanians in Kosovo. These war crimes were inspired by Milošević's nationalist agenda, in which he abandoned the idea of a united Yugoslavia and instead sought to create a Serbian ethnostate by annexing the Serbian parts of Croatia and Bosnia, and then getting rid of the non-Serbs.

He was also the very first sitting head of state to be charged with war crimes.

Rise

He was an obscure functionary in communist Yugoslavia until the 8 Plenary Session of the Central Committee, where he advocated for a hardline policy in regards to supporting Serbs living in Albanian-dominated Kosovo. By claiming that the provincial government in Kosovo was abusing its powers, he wanted to end their autonomy. What made him so remarkable is that most Yugoslav politicians steadfastly denounced nationalism, while he was very obviously in favor of it (well, for Serbs anyway) despite publicly claiming otherwise

    Slobodan Milošević (20 August 1941 – 11 March 2006) was a Yugoslav neoliberal politician who served as President of Serbia from 1991 to 1997 and President of Yugoslavia from 1997 to 2000. In 1989, he repealed the 1974 constitution, preventing Kosovo from vetoing federal laws. He tried to appease NATO at the 1995 Dayton Accords but later took a strong stance against imperialism despite his nationalism.

    In 1987, as the newly elected head of the Serbian Communist Party, Milošević began carrying out neoliberal reforms (although in 1990 he would pursue a mixed economy) as instructed by the IMF. Milošević strengthened the Serbian faction that opposed Kosovo secession. In 1989, at a speech in Kosovo, Milošević sought to combine "history, memory and continuity", claiming that the Serbs who fought against the Turks in Kosovo in 1389 are the same as the Serbs fighting for Serbian national survival today. In his speech he also expressed tolerance of multiculturalism.

    In 1990, Milošević removed the word "Socialist" from the new constitution he made for Serbia. In 1991, Milošević stole 18 billion Yugoslav Dinars from the federal bank in an attempt to destabilize the Yugoslav state.

    After completing two terms as President of Serbia, thus reaching the term limit, Milošević ran for President of Yugoslavia. He had opposition parties in his government.

    He was forced to resign on 7 October 2000, after US-backed protests.
